Carbon Reduction Plan

This Carbon Reduction Plan is published in the Cabinet Office template issued under Procurement Policy Note 006, Taking account of Carbon Reduction Plans in the procurement of major government contracts (the February 2025 update of PPN 06/21). Bondap is below the contract-value threshold at which a plan is required and publishes one voluntarily, because our published social value commitments include carbon-neutral operations and a stated intention to become carbon negative within ten years. This is our first Carbon Reduction Plan; it will be updated at least annually.

Commitment to achieving net zero

BONDAP LTD is committed to achieving net zero emissions by 2034.

Our published social value statement records that our operations are carbon neutral, that one of our recent projects was delivered at net zero, and that we intend to become carbon negative within ten years of that statement. The 2034 date is that commitment expressed as a net zero target, sixteen years ahead of the 2050 date required by PPN 006.

Baseline emissions footprint

Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions. Baseline emissions are the reference point against which emissions reduction can be measured.

Baseline year: 2025 (1 January to 31 December 2025)

Additional details relating to the baseline emissions calculations. BONDAP LTD had not previously assessed or reported its emissions, so in line with the PPN 006 guidance our first reporting period is used as the baseline. The organisational boundary is operational control and covers BONDAP LTD only. BONDAP LTD is a micro-business with no owned or leased premises, no vehicles and no combustion plant; all staff work from home. Emissions are calculated using the UK Government GHG Conversion Factors for Company Reporting 2025 (Department for Energy Security and Net Zero) and the GHG Protocol Corporate Standard.

• Scope 1 is nil: no fuel is burned in company premises or vehicles.
• Scope 2 is nil: the company holds no electricity supply contract. Electricity and heating used by staff working at home are reported in Scope 3, category 7, in line with the DESNZ conversion-factor guidance and the GHG Protocol Scope 3 Standard.
• Scope 3 is reported for the five categories PPN 006 requires. Homeworking is calculated on our recorded full-time-equivalent working hours at the DESNZ 2025 homeworking factor of 0.33378 kgCO2e per FTE hour (office equipment 0.03144 plus heating 0.30234), using the EcoAct working-hours method on which the DESNZ factor rests.
• Cloud hosting (Scope 3, category 1, purchased goods and services) is not one of the required categories but is our largest purchased service, so it is reported additionally below.

Scope 3 included sources, baseline year:

Cloud hosting note. The B-SAFE service runs on two compute and hosting providers with a separate object-storage provider. Each provider states that the electricity for the data centres we use is renewable or certified green: our primary compute provider reports a renewable energy factor of 100% for the UK data centre we use for its 2025 financial year, with ISO 50001 and ISO 14001 certification of that site and a measured PUE of 1.19; our secondary compute provider states that 100% of the energy it procures across its group is certified green and is a signatory to the Climate Neutral Data Centre Pact; our storage provider's UK regions are housed in facilities whose operators report 100% renewable electricity (market-based) for their European portfolios. On a market-based approach the usage-phase emissions of our hosting are therefore reported as nil for 2025. A location-based figure has not been calculated for this first plan; our primary compute provider issues a monthly per-customer carbon report, and from the 2026 reporting year we will use it to report our hosting footprint on both bases.

Current emissions reporting

Reporting year: 2025 (1 January to 31 December 2025)

This is our first reporting year, so the reporting-year figures are the baseline figures above.

Emissions reduction targets

In order to continue our progress to achieving net zero, we have adopted the following carbon reduction targets.

We project that carbon emissions will decrease over the next five years to 3.08 tCO2e by 2030. This is a reduction of 20% against the 2025 baseline. Because our footprint is almost entirely homeworking, the target is also held as a 20% reduction per full-time-equivalent employee, so that it holds if the team grows. Beyond 2030 we will reduce emissions as far as practicable and neutralise the residual through verified removals to reach net zero by 2034. Progress against these targets is reported in each annual update of this plan.

Carbon reduction projects

Completed carbon reduction initiatives

The following environmental management measures and projects have been completed or implemented since the 2025 baseline. Because all of them were already in place when the baseline was measured, the carbon emission reduction achieved by these schemes since the baseline is 0.00 tCO2e; their effect is embedded in the baseline itself, and the measures will be in effect when performing the contract.

• Fully remote operation. All staff work from home, with no office premises. Commuting emissions are nil and there is no office energy, fit-out or waste.
• Remote delivery of contracts. Implementation, training and customer contact are delivered remotely, so business travel is nil. This is the basis on which a recent project was delivered at net zero.
• Low-energy devices. Staff use low-energy laptops, and device lifecycles are managed so that hardware is used for as long as it is serviceable and recycled through WEEE routes at end of life.
• Low-carbon hosting. The service is hosted with providers that publish renewable or certified-green electricity supply for the data centres we use, as set out in the cloud hosting note above; our primary provider's UK data centre is ISO 50001 and ISO 14001 certified.
• Supply-chain selection. Products and services are sourced from suppliers with published environmental commitments; environmental standards form part of our supplier requirements.
• Tree planting. We plant trees as an offsetting measure, as recorded in our published social value statement. Offsets are not counted as emissions reductions in this plan.

Future carbon reduction initiatives

• Measure hosting on actual data. From the 2026 reporting year, use our primary compute provider's monthly per-customer carbon reports to report cloud hosting on both location-based and market-based approaches, and ask the other two providers in writing for site-level renewable-electricity evidence and an emission factor for the UK facilities we use, so that all three providers can be reported on the same basis.
• Record home-energy data. From 2026, record each home worker's heating fuel and electricity tariff, so that renewable tariffs and low-carbon heating are reflected in the homeworking figure instead of the UK-average factor, and support staff in moving to renewable tariffs.
• Keep the no-travel default. Continue remote delivery as the default for all contracts, with any unavoidable travel by rail.
• Extend device lifecycles. Adopt a minimum four-year service life for laptops and buy refurbished equipment where it meets our security standards.
• Review and publish annually. Review this plan each year, within six months of our financial year-end, and publish the update on bondap.com alongside previous versions.

Declaration and sign off

This Carbon Reduction Plan has been completed in accordance with PPN 006 and associated guidance and reporting standard for Carbon Reduction Plans.

Emissions have been reported and recorded in accordance with the published reporting standard for Carbon Reduction Plans and the GHG Reporting Protocol corporate standard and uses the appropriate government emission conversion factors for greenhouse gas company reporting.

Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements (where required), and the required subset of Scope 3 emissions have been reported in accordance with the published reporting standard for Carbon Reduction Plans and the Corporate Value Chain (Scope 3) Standard.

This Carbon Reduction Plan has been reviewed and signed off by the board of directors (or equivalent management body). Board approval was given on 3 September 2026.
